Terroristen besetzen den Hooverdamm, nehmen die Belegschaft als Geiseln und drohen mit der Sprengung des Staudamms. Unter den Geiseln ist auch der Vater von Jacob Harper, einem Deputy mit militärischer Vorgeschichte.
