In London macht sich Panik breit, als ein geheimnisvoller Mörder eine Reihe von Frauenleichen hinterlässt, denen das gesamte Blut ausgesaugt wurde. Als er endlich durch die verdeckte Ermittlerin Sylvia enttarnt wird, flieht der Killer auf das Anwesen des mysteriösen Dr. Mabuse, der geheime Experimente für die britische Regierung vornimmt. Die Polizei stellt entsprechend schnell alle Ermittlungen ein, doch der Gerichtsmediziner Dr. Sorel kann die unheimlichen Vorkommnisse nicht auf sich beruhen lassen. Mit Sylvias Hilfe will er herausfinden, woher der Vampirmörder so übermenschliche Kraft hatte, und was die Regierung zu verheimlichen hat.
