Eine kriminelle Organisation überschwemmt das Land mit gefälschten Dollarnoten. Inflation und Chaos drohen. Eine schnell gebildete Spezialtruppe arbeitet mit der internationalen Polizei zusammen, um die Fälscherbande auszuheben.
Anführer der Cops ist Gordon, ein Ninja. Gordon wurde in einer alten Elite-Schule ausgebildet und ist eine erbarmungslose Kampfmaschine. Als Basis der Organisation wird die Kronkolonie Hongkong ausgemacht. Der Polizist Warren Lee wird als Undercover-Agent bei den Gangstern eingeschleust, von diesen aber schnell entdeckt. Nach vielen blutigen Kämpfen gelingt der Truppe endlich der entscheidende Schlag. Gordon steht dem Anführer der Fälscher gegenüber: Ein Ninja, wie er. Nur ein Ninja kann einen Ninja besiegen!
