Januar 2118: Akane Tsunemori, Inspektorin beim Amt für Öffentliche Sicherheit, erfährt von einem Leichenfund auf einem internationalen Schiff. Laut dem Polizeibericht handelt es sich bei dem Opfer um die Professorin Milicia Stronskaya. Schnell wird klar, dass eine ausländische paramilitärische Organisation namens »Peacebreakers« hinter dem Mord steckt. Sie gilt als eine große neue Bedrohung von außerhalb und hat es auf die Forschungsunterlagen der Professorin abgesehen, die als »Stronskaya-Papers« bekannt sind. Zusammen mit Shinya Kogami, einem ehemaligen Vollstrecker des Amts für Öffentliche Sicherheit, wird Akane Tsunemori mit einem Fall konfrontiert, der alles Vorstellbare übersteigt. Und es gilt, schnell zu handeln, denn die »Stronskaya-Papers« könnten eine Wahrheit ans Licht bringen, die Japans Regierung und auch das Sibyl-System bis ins Mark erschüttern würden...
