Der angeblich verstorbene Cop Matt Cordell schlägt wieder zu. Noch immer will die New Yorker Polizei nicht glauben, dass der »Maniac Cop« noch am Leben ist. In den kriminellen Strassen vom Big Apple findet er einen gleichgesinnten Triebmörder, der ihm bei seinen Taten behilflich ist.
