Der Polizist Lou Torrey ist ein knallharter Cop, der es sich zum Ziel gesetzt hat, Kriminelle mit ganz eigenen - brutalen - Methoden zu bekämpfen. Aufgrund seiner Vorgangsweise hält ihn die New Yorker Polizei nicht mehr für tragbar und er wird nach L. A. versetzt. Aber auch dort stößt er auf wenig Gegenliebe - weder bei seinen Vorgesetzten, noch bei den Kriminellen. Dann wird Lou in ein Mafiakomplott verwickelt ...
