Der US-Pilot Frank Scott landet mit seinen Söhnen Karl und David in einem tropischen Sturm mit einem Kleinflugzeug und sie finden sich auf einer englischsprachigen Insel namens Dinotopia wieder, abgelegen und unentdeckt, wo Menschen neben Dinosauriern leben, meist friedlich.
Die Scotts lassen sich in Waterfall City nieder, der Hauptstadt von Dinotopia, die dann von der Ankunft einer Gruppe namens Outsiders betroffen ist, die außerhalb der Gesetze der Dinotopie leben. Die Außenseiter stellen eine geringere Gefahr dar als die vorgestellten saurischen Antagonisten wie Pteranodon, Tyrannosaurus und Postosuchus.
