'Innovation Procurement': This doctoral thesis examines public procurement law as an instrument for steering state support for innovation. Based on innovation and steering theory, it analyses and evaluates public procurement instruments and procedures in terms of their innovation potential. The thesis shows that although public procurement law lacks a consistent innovation-oriented approach and innovative provisions are rare, it does offer a variety of instruments and procedures with potential for fostering innovation.
