'The Protection of the Budget and Solidarity in the European Union': The thesis examines the relationship between the EU budget and the principle of solidarity as a fundamental constitutional principle of the European Union. The budget emerges as a central expression of this principle. Existing protection mechanisms are analysed with regard to their strengths and shortcomings. The focus of the study is on the Conditionality Regulation (Regulation (EU) 2020 / 2092) as an innovative safeguard instrument, for which concrete reform proposals are evaluated and developed.
